Manchester based homeowners may be eligible for government-backed funding through the Warm Homes Plan to improve their property’s energy efficiency. Depending on your eligibility, grants can help cover insulation, heat pumps, solar panels, batteries and other low-carbon home upgrades — reducing both energy bills and carbon emissions.
The Warm Homes Plan UK government’s £15 billion programme to upgrade up to 5 million homes by 2030 through grants for insulation, low-carbon heating, solar panels and other energy-saving upgrades. It is already underway: the Boiler Upgrade Scheme and the Warm Homes: Local Grant are live now, while ECO4 continues until 31 December 2026. From 2027/28 the government intends to integrate low-income schemes into a single area-based programme — details are due by Spring 2026.

Low-income homeowners can apply now through the Warm Homes: Local Grant via participating local authorities — eligibility is income-linked (means-tested benefits or local criteria), typically for EPC D–G homes. Any homeowner can use the Boiler Upgrade Scheme for a heat pump, with no income limit.
Private landlords may access WH:LG where tenants meet low-income criteria — landlord contributions may be required for higher-cost measures. Landlords can also use the Boiler Upgrade Scheme for rental properties.
WH:SHF supports social housing providers regardless of tenant income, focused on bringing stock up to EPC C. Wave 3 delivery runs to September 2028; Greater Manchester providers are funded via the devolution settlement instead.
Participating local authorities deliver WH:LG today. From 2027/28 the government intends to move to a single, area-based low-income programme — details due by Spring 2026.

The government has committed £15 billion to upgrade up to 5 million homes by 2030. Grant amounts for live schemes are confirmed (for example, up to £7,500 under the Boiler Upgrade Scheme); amounts for future funding windows are still to be announced.
ECO4 closes to new applications on 31 December 2026. The Warm Homes Plan is the government’s successor programme — several of its schemes are already live, and the integrated low-income programme is planned from 2027/28.
You can apply for ECO4 before it closes on 31 December 2026, and for live Warm Homes Plan schemes (like the Boiler Upgrade Scheme) at the same time — but the same measure cannot be funded twice.
No. WH:SHF is for social housing providers; WH:LG is for low-income homeowners (and potentially landlords with eligible tenants); the Boiler Upgrade Scheme is for homeowners and small businesses.
Insulation is already covered under WH:SHF and WH:LG, and under ECO4 until it closes. Coverage in future funding windows is expected but subject to confirmation — register your interest for updates.
